The Eastern Cape Department of Health has issued a Request for Quotation (RFQ) under reference number SCMU3-25/26-0526-HO for the appointment of a qualified service provider to undertake comprehensive infrastructure improvements, renovations, and refurbishments at St Patrick’s Gateway Clinic in Bizana, Alfred Nzo District. This critical project aims to upgrade healthcare delivery infrastructure to meet modern clinical and safety standards. Bids must be submitted via the eTenders portal by 11:00 on Friday, 30 January 2026.
Only contractors holding a valid CIDB grading of 2GB or higher are eligible to apply. A compulsory virtual briefing session will be held on 21 January 2026 at 10:00 via Microsoft Teams. Attendance is mandatory for all bidders.
Scope of Work: Comprehensive Renovations Across Clinic Facilities
The project includes targeted upgrades to multiple areas of the existing clinic, located on Hospital Street, Bizana (GPS: -30.861772°, 29.854616°). Key works encompass:
- Main Clinic and Administration Block: Structural repairs, internal refurbishments, and functional upgrades
- Guard House: Security enhancements and structural improvements
- Ablutions: Full plumbing system overhaul, fixture replacement, and hygiene compliance
- External Areas: Construction of a dedicated external waiting area
- Security Infrastructure: Installation of a new 3m double-leaf swing vehicle gate, boom gate, and perimeter security features
- Signage: Erection of a compliant service board (2500mm x 2000mm)
All work must comply with SANS 10400 building regulations and Eastern Cape Department of Health infrastructure standards.
Mandatory Eligibility: CIDB 2GB, CSD, and Compliance Documentation
Bidders must meet the following non-negotiable requirements:
- Valid CIDB registration at Grade 2GB or higher in the relevant class of works
- Active registration on the Central Supplier Database (CSD) with full CSD report (supplier number required)
- Valid SARS Tax Compliance PIN
- COIDA or FEM Letter of Good Standing from the Department of Labour
- Submission of handwritten, fully priced Bills of Quantities (typed pricing will be disqualified)
- Project Leader with a relevant building qualification (minimum NQF 6) and attached CV
Joint ventures are permitted but must submit individual compliance documentation for each partner.
Preference Points: 80/20 System with Local Alfred Nzo Focus
This RFQ will be evaluated using the 80/20 Preferential Procurement system under the PPPFA Regulations 2022:
- 80 points: Price (lowest compliant bid = 80; others scored proportionally)
- 20 points: Specific Goals, allocated as follows:
- Historically Disadvantaged Individuals (HDI) Ownership: 4 pts
- Women Ownership: 4 pts
- Youth Ownership (18–35): 4 pts
- Disability Ownership: 4 pts
- Military Veterans Ownership: 2 pts
- Locality – Alfred Nzo District: 2 pts
All claims must be substantiated with a completed SBD 6.1 form and supporting documents (e.g., CSD report, B-BBEE certificate, medical confirmation for disability).
