The Private Security Industry Regulatory Authority (PSiRA) has issued an open Request for Bid under reference PSiRA/2025/RFB/18 for the Appointment of a Panel of Service Providers to Supply, Deliver, and Install Office Furniture across all PSiRA offices nationwide for a period of five (5) years. This strategic panel will support the Authority’s ongoing efforts to modernise and standardise its workspace infrastructure in alignment with ergonomic, functional, and aesthetic best practices. The tender was published on Wednesday, 10 December 2025, with a closing deadline of Wednesday, 04 February 2026 at 11:00 AM.

Tender Overview and National Procurement Scope

As the statutory body responsible for regulating South Africa’s private security industry, PSiRA maintains a network of regional and satellite offices across all nine provinces. To ensure consistent quality and service delivery, the Authority is establishing a pre-qualified panel of suppliers who will be engaged on an “as-and-when-required” basis under a Service Level Agreement (SLA). The panel model allows PSiRA to respond flexibly to operational needs while promoting equitable opportunity and value for money.

Scope of Work: Supply, Delivery, and Installation

The appointed service providers will be responsible for the end-to-end provision of office furniture, including:

  • Desks, chairs, filing cabinets, meeting tables, and reception furniture
  • Ergonomic and durable designs compliant with occupational health standards
  • Full delivery, assembly, and installation at any PSiRA office nationwide
  • Turnaround time of four (4) weeks from order placement (extensions granted only with valid justification)

The Authority reserves the right to expand the scope based on evolving requirements during the 60-month contract period. All furniture must be new, unused, and backed by manufacturer warranties.

Mandatory Documentation and Submission Requirements

To be considered responsive, bidders must submit:

  • Two indexed hard copies (1 original + 1 duplicate) and 1 USB with identical digital files
  • Completed SBD 1 (Invitation to Bid), SBD 4 (Declaration of Interest), and SBD 6.1 (Preference Points Claim)
  • Valid SARS Tax Compliance Status (TCS) PIN or CSD registration number
  • Five (5) signed, contactable reference letters from similar office furniture contracts
  • Company profile demonstrating capacity to serve national clients

Evaluation Criteria and Preference Points

Bids will undergo a technical evaluation (80 points) and preferential scoring (20 points):

  • Reference letters: 40 points
  • Company profile and capacity: 10 points
  • Financial standing: 10 points
  • Compliance with terms: 20 points

Preference points (20) will be awarded for:

  • 75–100% women ownership: 5 points
  • Youth (18–35) or persons with disabilities: 3 points
  • Valid B-BBEE certification: up to 12 points

Only bidders scoring 70% or higher in functionality will proceed to final adjudication.
