BMA Tender: Server Room Reconfiguration Works

The Border Management Authority (BMA) has issued a Request for Quotation (RFQ) under reference H004L2611RFQ00164 for the supply and installation of server room reconfiguration works at its main registry room on Floor G. The project entails the full partitioning, flooring, and electrical reconfiguration of an existing server room located at 67 Koranna Street, Doringkloof, Centurion, Gauteng. The RFQ was published on Wednesday, 12 November 2025, with a strict closing deadline of Monday, 17 November 2025 at 11:00 AM.

Tender Overview and Project Scope

This procurement aims to enhance the operational integrity and physical security of BMA’s critical IT infrastructure through targeted construction and electrical modifications. The successful service provider will be responsible for executing works that include the removal and reuse of existing raised floor tiles, installation of new calcium sulphate raised flooring, construction of a fire-rated drywall partition (4.35m long × 2.9m high), and reconfiguration of lighting and switching systems per the client’s specifications. Special emphasis is placed on dust protection and safeguarding of live server infrastructure, ensuring zero disruption to ongoing operations.

Key Specifications and Bill of Quantities

All works must strictly adhere to the technical and quantitative requirements outlined in the Bill of Quantities (BOQ), which forms an integral part of the tender documentation. The BOQ details four key work sections:

  • Flooring Works: Careful removal, disposal, and reinstallation of raised access flooring
  • Drywall Partition Installation: Including steel studs, fire-rated boards, insulation, and acoustic sealing
  • Electrical Works: Circuit isolation, new switch installation, relocation of existing fixtures, and full compliance testing
  • Preliminaries: Site establishment, health and safety compliance, and live-server dust protection

Bidders must price all BOQ line items on a firm, all-inclusive basis, covering labor, materials, tools, insurance, and VAT.

Late submissions will be automatically disqualified. Bidders are advised to complete their uploads well before the 11:00 AM deadline on 17 November 2025 to avoid last-minute technical issues.

Mandatory Compliance and Documentation

To be considered responsive, bidders must include the following with their quotation:

  • Completed SBD 1 (Invitation to Quote and Terms & Conditions)
  • SBD 3 Pricing Schedule with firm, all-inclusive rates
  • SBD 4 Bidder’s Disclosure Form
  • SBD 6.1 Preference Points Claim Form (with supporting proof)
  • Valid Tax Compliance Status (TCS) PIN from SARS or active Central Supplier Database (CSD) registration
  • Valid BBBEE Certificate or Sworn Affidavit (for EMES and QSEs)
  • Proof of authorization to sign on behalf of the enterprise (e.g., board resolution)

Failure to submit any mandatory document will result in disqualification.

Evaluation Criteria and Preference Points

The evaluation will follow the 80/20 Preferential Procurement system:

  • 80 points for price competitiveness (lowest compliant price receives full points)
  • 20 points for specific empowerment goals, allocated as follows:
    • Black-owned enterprise: up to 10 points
    • Women-owned enterprise: up to 7 points
    • Youth-owned (ages 18–35): up to 3 points

All preference claims must be substantiated with current CSD reports, ID copies, or sworn affidavits. The BMA strictly prohibits fronting and reserves the right to verify all declarations.
