The primary objective is to establish a panel of pre-vetted service providers to support Joburg Market’s strategic vision of strengthening its market presence and enhancing brand visibility. This panel will be the go-to resource for a wide array of marketing, communications, and branding services over the next three years. The tender will be evaluated using the 80/20 preference point system, where 80 points are allocated for price and 20 points for specific goals.
Key Dates and Compulsory Briefing Session
Prospective bidders must strictly adhere to the following critical dates:
- Compulsory Briefing Session: 29 September 2025 at 11:00.
- Venue: Joburg Market Opportunity Centre, Main Building, 4 Fortune Street, City Deep, Johannesburg.
- Closing Date: 24 October 2025 at 11:00.
NB: Attendance at the compulsory briefing session is mandatory. Bids from suppliers who did not attend will be disqualified.
Scope of Work: Comprehensive Marketing Services
The scope of work is extensive, covering nearly two dozen specialized services. Bidders are required to indicate their areas of specialization. Key services include:
- Media buying, planning, and placement (TV, radio, digital, OOH).
- Event management, exhibitions, and activations.
- Graphic design, video production, and photography.
- Brand strategy development and corporate communication.
- Social media management and digital marketing.
- Corporate signage and promotional item sourcing.
Mandatory Submission and Evaluation Criteria
The bid process involves a two-stage evaluation. First, bidders must meet all administrative requirements (e.g., signed MBD forms, valid tax compliance, CSD registration). Secondly, a functionality assessment with a minimum threshold of 80 out of 100 points will be conducted. This assessment is based on:
- Proven Experience (50 points): Submission of reference letters from past clients.
- Skills and Resources (30 points): CVs and qualifications of the project team.
- Company Portfolio (20 points): Demonstration of the company’s capability.
Only bidders who score 80 points or higher on functionality will be considered for the panel.
Preferential Points and B-BBEE Goals
As per the Preferential Procurement Policy, bidders can score up to 20 points for Specific Goals. These goals are focused on promoting Historically Disadvantaged Individuals (HDIs) and local economic development. Points are allocated for criteria such as:
- Black-owned, Women-owned, and Youth-owned businesses.
- Enterprises located within the City of Johannesburg.
- SMMEs and subcontracting to designated groups.

Bid documents must be downloaded for free from the National Treasury eTenders portal or the Joburg Market website. Completed bids, including one original document, must be submitted in a sealed envelope clearly marked with the bid number and description.
