Service providers must submit completed, signed, and sealed bids clearly marked with the bid number, and deposit them in the tender box located at the municipal offices before the closing date. Late, faxed, or emailed bids will not be considered.
Scope of Work
Appointed media houses will be required to:
- Design and place public advertisements across print, radio, television, and online platforms.
- Manage municipal campaigns and ensure timely media placement.
- Translate and deliver messaging across multiple languages relevant to local audiences.
- Advise on media buying strategies and assist in negotiating advertising rates.
- Provide layout, design, and creative direction as needed for campaigns.
- Offer crisis communication support where necessary.
- Ensure all published content adheres to municipal brand and communication standards.
Media houses should have a strong local and regional reach, proven experience working with government entities, and the ability to execute communication strategies efficiently.

Evaluation Criteria
Bids will be evaluated in terms of the 80/20 Preferential Procurement Point System, with points allocated for price and BBBEE status. Compliance with administrative and functionality criteria is mandatory.
All bidders must be registered on the Central Supplier Database (CSD) and submit a valid CSD report with their proposals.
