South Cape TVET College has issued a Request for Quotation (RFQ) under reference number RFQ AB 09/2025 for the appointment of a qualified service provider to undertake comprehensive paint maintenance and window tinting work at its Central Office in George, Western Cape. This opportunity is open to CIDB-registered contractors with a minimum grading of 1GB, and includes a mandatory site briefing. The submission deadline is Thursday, 27 November 2025, at 11:00 AM.
Overview of the Painting Maintenance RFQ
The RFQ aims to restore and enhance the aesthetic and structural integrity of the College’s Central Office building at 125 Mitchell Street, George. The successful contractor will be responsible for interior and exterior painting, crack remediation, and the removal and replacement of deteriorated window film with new 15% silver tinting. The project must be completed within three (3) working days, during standard weekday hours (07:30–16:00).
Scope of Work and Technical Requirements
The scope includes, but is not limited to:
- Exterior and interior painting with one coat of primer and two topcoats of premium-quality paint (e.g., Plascon Wall & All or Velvaglo).
- Preparation of surfaces, including crack raking, sealing with flexible acrylic or polyurethane filler, and skim plastering on concrete soffits.
- Removal of existing window film without damaging glazing, followed by installation of new 15% silver window film backed by a 15–20-year warranty.
- Protection of adjacent finishes, including masking or removal/reinstallation of switch plates, hardware, and furnishings.
- Provision of a one- to two-year warranty on materials and labour, depending on area.
All materials must be of high quality and approved by the College prior to use. Contractors must also provide proof of prior similar work through reference letters.
Mandatory Qualifications and Site Briefing
Bidders must meet strict pre-qualification criteria:
- Valid CIDB registration with grading 1GB or higher
- Current Department of Labour registration and clearance letter
- R1 million general liability insurance, naming the College as insured
- Proof of Occupational Health and Safety (OHS) compliance, including a qualified health and safety officer
A compulsory site briefing will be held at 125 Mitchell Street, George, 6529. Attendance is mandatory—bidders who do not attend will be disqualified. During the briefing, contractors will inspect the site, clarify scope details, and receive final instructions.
Preference Points and Local Preference Criteria
This RFQ uses an 80/20 evaluation system: 80 points for price competitiveness and 20 points for specific goals. Preference will be granted based on geographic proximity:
- 10 points for bidders based in the Garden Route area
- 5 points for bidders from elsewhere in the Western Cape
- 0 points for bidders from outside the Western Cape
Additional documentation required includes a valid SARS Tax Compliance PIN, CSD registration, B-BBEE certificate or affidavit, and proof of municipal account status.
Submission Guidelines and Evaluation Process
Quotations must be submitted electronically to scm@sccollege.co.za or delivered to the bid box at the Central Office by the closing deadline. All submissions must include completed SBD 4, SBD 6.1, SBD 8, and SBD 9 forms, along with pricing schedules, company profile, and supporting compliance documents.
The College reserves the right to reject the lowest bid and will evaluate offers based on completeness, technical capability, compliance, and total cost (inclusive of VAT, delivery, and all incidental expenses). The bid validity period is 60 days.
