Rand Water has issued a Request for Quotation (10417023RR) for the maintenance of concrete and steel palisade fences, gate motors, and roads across various strategic sites in Gauteng. This “as and when required” contract targets qualified CIDB-registered contractors to uphold the security and infrastructure integrity of the national water utility’s facilities.
Scope of Works and Site Coverage
The mandate encompasses comprehensive maintenance across key Rand Water sites, including Rietvlei, Forest Hill, Zwartkopjes, and Vereeniging. The scope includes:
- Welding, repairing, and replacing steel and precast palisade fencing.
- Servicing and replacing gate motors and remotes.
- Repairing damaged road surfaces and replacing road signage.
Mandatory CIDB Registration and Functionality
Bidders must possess valid CIDB registration and achieve a minimum functionality score of 70 points. Evaluation criteria heavily weigh equipment resource capacity, human resource capacity, and proposed project methodology. A detailed Bill of Quantities (BoQ) must be completed and submitted.
Comprehensive Returnable Documents
Bidders must submit extensive documentation including:
- Certificate of Contractor Registration from CIDB
- Compulsory Enterprise Questionnaire and SBD forms
- Pricing Schedule / Bill of Quantities
- B-BBEE certificate or sworn affidavit
- Record of previous experience with reference letters
- Human Resource and Equipment Capacity Schedules
- Letter of Bid (Form of Offer and Acceptance)
- Detailed Project Programme including Gantt chart
Evaluation and Preference Point System
Proposals will be evaluated using the 80/20 preferential procurement system. Eighty points are allocated for price, while 20 points reward specific goals such as B-BBEE compliance, ensuring inclusive economic participation.
