Foskor Mining, an operating division of Foskor (Pty) Ltd—a subsidiary of the Industrial Development Corporation of South Africa Limited—has issued a Request for Proposal (RFP) for the comprehensive classification of all waste streams generated at its Phalaborwa mining operations in Limpopo Province. The tender reference FOSPHB-RFP-59-25/26 invites qualified, legally compliant, and technically proficient service providers to deliver a one-off waste classification service for a period of one year, in full alignment with the National Environmental Management: Waste Act (NEMWA) and SANS 10234 standards.
Overview of the Foskor Waste Classification RFP
This RFP stems from Foskor’s statutory obligation under NEMWA to classify all waste within 180 days of generation. The objective is to systematically identify, assess, and categorize waste—including hazardous, non-hazardous, and special categories such as low-level radioactive waste, sludge, used oil, and recyclables—to ensure lawful handling, treatment, and disposal. The project supports Foskor’s broader environmental stewardship goals and regulatory compliance framework.
Scope of Work and Technical Requirements
The successful provider will be required to conduct on-site assessments, sampling, laboratory analysis (by a SANAS-accredited facility), and reporting for all waste types generated at the Phalaborwa mine. Deliverables include a Waste Assessment Annexure 1, Waste Assessment Report, Waste Classification Report, and Safety Data Sheets (SDS) per SANS 10234 for each waste stream. The methodology must comply with GN R.634 and demonstrate a clear understanding of landfill disposal norms, risk-based classification, and environmental impact mitigation.
Mandatory Qualifications and Documentation
Bidders must meet stringent pre-qualification criteria to be considered. A SANAS accreditation for the laboratory conducting the analysis and a written Service Level Agreement (SLA) between the bidder and the lab are non-negotiable. Additional compulsory submissions include:
- Valid registration on the Central Supplier Database (CSD)
- SBD 4 (Bidder’s Declaration) and SBD 5 (NIPP Declaration)
- B-BBEE verification certificate or sworn affidavit (as applicable)
- Proof of occupational health and safety compliance
- A detailed operational and contingency plan
Failure to submit any mandatory document will result in immediate disqualification.
Evaluation Criteria and Preference Points
Foskor employs a rigorous two-stage evaluation process. Bidders must first pass administrative and substantive responsiveness checks, then achieve a minimum technical score of 70% based on team expertise, company experience, project methodology, and past performance. The final selection uses an 80/20 scoring system: 80 points for price competitiveness and 20 points for B-BBEE status level. Preference points are awarded strictly in line with the Preferential Procurement Regulations, 2022.
Submission Process and Key Deadlines
All proposals must be submitted by 12:00 PM on Tuesday, 9 December 2025. Submissions must include both a hard copy and a USB flash drive containing an identical soft copy, delivered to the Foskor Phalaborwa reception at 27 Selati Road, Phalaborwa, 1389. Electronic submissions alone are not accepted. The bid validity period is 180 business days from the closing date.
