PRASA is seeking a qualified, experienced, and compliant service provider to manage daily, deep, and specialized cleaning operations across the Mariska Student Accommodation complex. The scope of work outlined in the RFP is extensive and detailed, requiring a comprehensive cleaning regimen for the entire Mariska Student Accommodation facility. The successful bidder will be responsible for delivering a full suite of services to ensure the highest level of cleanliness and hygiene. Key responsibilities include:
- Routine Cleaning: Performing daily and weekly general cleaning across all areas of the facility.
- Specialized Services: Conducting deep cleaning twice a year and providing Covid-19 disinfecting and decontamination of surfaces.
- Horticultural Maintenance: Managing external areas, including grass cutting, weed removal, and pruning of trees.
- Area Coverage: Cleaning all specific zones, including student rooms, staff offices, kitchens, bathrooms, computer labs, laundry rooms, common areas, entrances, corridors, and parking lots.
- Detailed Procedures: Adhering to meticulous specifications, frequencies, and daily cleaning procedures provided in the RFP to guarantee consistent, high-quality results.
- Provision of Resources: Supplying all necessary cleaning materials, consumables, machinery, and equipment required to perform the services effectively.
- Regulatory Compliance: Ensuring full compliance with all applicable health, safety, and environmental legislation.
Mandatory Compliance and Evaluation Criteria
The evaluation process is structured in stages:
- Compliance verification (automatic disqualification for missing mandatory documents),
- Technical assessment (minimum 60% threshold required to proceed),
- Price and Specific Goals scoring (80 points for price, 20 for BBBEE-related goals such as Black women, youth, or persons with disabilities ownership).
Bidders will be scored on organisational experience (up to five similar projects in the last five years), supervisor qualifications, and financial capacity—including operating cash flow ratios. Preference points are claimable under the 80/20 Preferential Procurement Regulations.

A compulsory briefing session will be held on 20 November 2025 at 10:00 AM at the PRASA Port Elizabeth Station Foyer. Attendance is mandatory; failure to attend may result in disqualification. Questions must be submitted by 25 November 2025, with responses published by 28 November 2025.
