Pretoria, Gauteng – The National Research Foundation, operating through its business unit the South African Agency for Science and Technology Advancement (NRF-SAASTA), has officially announced a public tender for the supply, delivery, and installation of a new lighting system at its Didacta Building headquarters. The project, valued under R1 million, aims to modernize the facility’s lighting with energy-efficient LED technology.

Project Scope and Technical Specifications
The scope of work is comprehensive and includes both interior and exterior lighting solutions. The successful service provider will be responsible for:
- Supply, Delivery, and Installation:
- 100 units of 1195mm x 595mm LED Panel Lights with Backlit Technology.
- 50 units of 1200mm x 300mm LED Panel Lights, including surface mount cases.
- 10 units of 100W Solar LED Flood Lights for exterior use.
- Removal and Disposal:
- Removal of 100 existing fluorescent light panels (1195mm x 595mm).
- Removal of 50 existing fluorescent light fittings (1520mm x 290mm).
- The bidder must store the removed panels in the building’s basement.
- Installation Requirements:
- Connecting the new LED panels to the existing electrical plugs and cabling.
- Installing surface mount cases onto the concrete slab to accommodate the new lights.
- Mounting and commissioning the solar-powered flood lights around the building’s exterior and parking area.
The specifications mandate high-quality components, including a Colour Rendering Index (CRI) greater than 85, a 3-year warranty (3YW), a 6000K colour temperature, and a power factor (PF) greater than 0.9.
Mandatory Requirements for Bidders
This tender is strictly reserved for qualified service providers. Key mandatory requirements include:
- CIDB Registration: Valid CIDB grade 1 EB/EP (Electrical Engineering) or higher.
- Proof of Experience: Submission of proof for two or more completed electrical installation projects, each valued above R200,000, within the last 60 months. Detailed project descriptions, costs, and references are required.
- Qualified Personnel: A copy of the wireman’s trade test qualification for the electrician assigned to the project.
- Compliance Certificates:
- A valid Tax Clearance Certificate or CSD number.
- A valid Certificate of Good Standing from the Compensation Fund (COIDA).
- An original, certified SANAS accredited B-BBEE Certificate or a Sworn Affidavit.
- References: Two written references from clients within the last 60 months for similar work, complete with contact details, signatures, and dates.
Evaluation Process
The bid evaluation will be a two-stage process:
Price and B-BBEE Evaluation (80/20 Principle): Qualifying bids will then be evaluated on a points system. The price proposal will account for 80% of the total score, while the remaining 20% will be allocated for achieving NRF-SAASTA’s specific goals, as per the Preferential Procurement Policy Framework Act (PPPFA).
Technical Evaluation (Go/No-Go): Bids will first be assessed against the mandatory requirements listed above. Failure to meet any single “Go” criterion will result in immediate disqualification.
